In general, as long as the user downloaded and installed the application can receive the message. But if you do not want to receive the message, you need to set it. Users will receive a pop-up notification when downloading or opening the app for the first time, as shown in the image below.

Users need to click on the Allow button to receive the linked information notification. If the user does not want to receive a message, then click the Forbid button. The subsequent use of the app will not receive push messages.
